Combined-arms integration (financial-kinetic fusion)

Combined-arms integration, or financial-kinetic fusion, is the planning concept of synchronising financial restrictions, information activity and asset controls with kinetic military action. It is a hypothesis that sequenced effects can reinforce one another. Temporal proximity is not proof of a common plan, and cascading systemic failure must be established case by case.

Origin and development

The concept addresses an institutional seam between economic policy and military planning. Military-Civil Fusion, sanctions-evasion networks and wartime energy policy show that economic and military systems can interact, but they do not establish one universal adversary doctrine. Joint planning can align objectives, intelligence and sequencing while preserving the different legal authorities governing financial restrictions and force.

Mechanism

The proposed mechanism is simultaneous pressure on different parts of the same system. Kinetic strikes can remove leaders or damage physical infrastructure, while financial isolation can restrict access to formal banking channels and slow reconstitution. The combined effect depends on accurate intelligence, timing, target dependence and the availability of substitute leadership, cash, gold, informal transfer and external state support. Claims of a command vacuum or system collapse therefore require direct evidence rather than inference from the sequence of actions.

Planning controls

Integration requires a common objective, a documented theory of effect, separate legal authorities and indicators able to distinguish interaction from coincidence. Planners should specify which financial dependency a physical action is expected to expose, or which financial restriction is expected to delay physical reconstitution. They should also identify substitution routes and civilian services that share the same infrastructure. A combined campaign is supported only where operational records establish coordination and the observed sequence fits the predicted mechanism. Parallel actions by different authorities do not establish fusion by timing alone.

Application

The Israeli campaign against Al-Qard Al-Hassan is a contested illustration, not proof of integration. Israeli forces struck branches after presenting them as part of Hezbollah's financing system. The United Nations Human Rights Office treated the branches as civilian objects on the information available and raised international humanitarian law concerns. United States Treasury designations state government allegations about Hezbollah finance; Banque du Liban Circular 170 records a distinct Lebanese regulatory measure. Public evidence does not establish that these actions formed one plan or created cascading failure across Hezbollah's financial system. Treasury reporting in February 2026 described continued reconstruction through gold companies and other networks, showing adaptation as well as degradation.

Contestation and limits

Fusion does not multiply effect against every adversary. Substitute finance, cash, gold, informal transfer and external state support can sustain adaptation. It also raises legal and escalation stakes. Financial contribution to a war effort does not by itself make a civilian object a military objective. Target verification, distinction, proportionality and precautions remain separate obligations, while financial measures require their own statutory authority and humanitarian controls. It is a planning option, not a universal template.
