Fused intelligence

Fused intelligence integrates financial, economic, military, diplomatic and other relevant intelligence into a common assessment and decision process. Fusion is more than collecting several data types. It requires shared identity resolution, authorities, confidence standards and a traceable route from observation to decision.

Public institutional model

The United States Treasury's Office of Terrorism and Financial Intelligence combines policy, intelligence, sanctions and financial-crime functions within Treasury. Its Office of Intelligence and Analysis is a member of the United States Intelligence Community and supports Treasury's national-security responsibilities. These public mandates establish a specialised financial-intelligence structure. They do not reveal military tasking, classified liaison or a real-time targeting chain.

Treasury actions against Al-Qard Al-Hassan in July 2025 and the Terrorist Financing Targeting Center action of June 2026 show that financial authorities can align evidence and legal action across institutions and states. The notices identify named people, entities and administrative findings. Their chronology does not prove that financial intelligence was fused with the Israeli military targeting process or that a single operational command directed every action.

Capability standard

A fused capability should be assessed through observable features: common identifiers, source provenance, legal permissions, cross-domain analysts, decision rights, deconfliction and post-action assessment. Data must remain linked to its evidentiary status. An intelligence assessment, designation record and kinetic target nomination are not interchangeable.

The claim that no allied military possesses such a capability is not supportable from public organisational records. Public absence may reflect classification rather than institutional absence. The narrower conclusion is that selected public records disclose parts of the financial-intelligence architecture but not a complete intelligence-to-action chain.

Fused intelligence is therefore best treated as a capability model and design requirement. Any historical case must distinguish documented coordination from Tennant's analytical inference.
