Cross-domain effects

Cross-domain effects are consequences that move from the instrument first employed into a different economic or operational system. An export restriction can tighten physical supply, raise prices, change financing needs and alter alliance bargaining. A financial restriction can interrupt trade even when the underlying goods remain lawful. The concept concerns transmission across domains, not the simultaneous use of several instruments by itself.

Transmission and attribution

Russia measures after the full-scale invasion of Ukraine combined financial, trade, technology and commodity instruments, but each authority had its own date, scope and decision-maker. The European Union chronology establishes those adoptions. It does not prove that one central planner controlled every market response or private withdrawal.

China's Ministry of Commerce Announcement No. 46 of 2024 provides a narrower example. It tightened controls on specified dual-use items for the United States and stated that exports of gallium, germanium, antimony and superhard-material items to the United States would not normally be licensed. It was not a universal ban on all exports of those commodities.

The United States Geological Survey reported that the European price for 99.999 per cent germanium metal rose from USD 3,150 per kilogram in January 2025 to USD 5,380 in October. The product grade, geography and months matter. The movement coincided with tight supply and export controls, but the series alone cannot identify how much of the rise Announcement No. 46 caused. The defensible conclusion is that restrictions in one domain can propagate into prices and supply-chain decisions elsewhere, including costs for the acting state and its partners.
