Tool selection and sequencing

Tool selection and sequencing matches an instrument to a target's vulnerability, legal setting and likely adaptations, then determines the timing and relationship among measures. Selection asks what a tool can lawfully and operationally do. Sequencing asks whether one action enables, amplifies or obstructs another.

Legal and operational boundaries

Instrument labels are not interchangeable. An Office of Foreign Assets Control blocking designation can freeze property within United States jurisdiction and prohibit covered dealings. A Bureau of Industry and Security Entity List entry imposes item and licensing consequences under the Export Administration Regulations; it is not an asset freeze. Section 311 of the USA PATRIOT Act authorises a menu of special measures, from recordkeeping to conditions or prohibitions on correspondent accounts. It does not automatically block a bank or jurisdiction.

Good sequencing also distinguishes state action from market response. Measures against Russia began with export controls, reserve restrictions and financial-network actions in February and March 2022. The Group of Seven oil price-cap architecture followed in December 2022. Private-company withdrawals occurred on separate timetables and were not one government instrument. The campaign therefore demonstrates layered escalation over 2022, not a single package released within months under one command.

Selection begins with the objective. Blocking property, denying controlled technology, collecting transaction information and changing an oil buyer's terms are different tasks. Using the strongest available authority without that match can create broad costs while missing the target's actual dependency.

Sequencing can produce cross-domain effects, but legal authorities, allied politics and market reactions constrain tempo. Each measure also reveals information to the target. The planner must weigh immediate pressure against evasion, substitution and the construction of alternative networks.
