Ansar Allah (Houthis)

Ansar Allah, commonly called the Houthis, is a non-state armed movement and de facto authority controlling substantial territory in Yemen. Control does not confer internationally recognised sovereignty. The movement raises revenue through governance and has also used attacks, seizures and threats against shipping to impose costs beyond Yemen.

Red Sea campaign

The movement seized the Galaxy Leader on 19 November 2023 and declared that its campaign related to the war in Gaza. Target criteria in public claims changed over time and did not reliably match vessel flag, ownership, management, cargo or destination. Each incident therefore requires its own record.

United Nations Security Council Resolution 2722 condemned attacks on merchant and commercial vessels and demanded their cessation and the release of the Galaxy Leader and crew. The resolution also recalled navigation rights and the arms embargo framework. It did not determine every disputed fact about motive, sponsorship or command.

The International Maritime Organization records the human and physical effects of specific attacks. The True Confidence attack on 6 March 2024 killed three seafarers. The Rubymar sank on 2 March after an earlier attack. The Sounion, carrying about 150,000 tonnes of crude oil, was attacked on 21 August 2024 and its crew was evacuated. In July 2025, attacks on the Magic Seas and Eternity C caused further loss and danger. These records should not be converted into one aggregate casualty or damage figure without common definitions.

UN Trade and Development documented rerouting, delay and wider trade disruption. Freight, war-risk insurance, extra sailing time and consumer prices are different effects with different observation windows.

The strategic mechanism was therefore broader than physical damage. A credible threat could alter routing and insurance before an attack occurred, while naval protection and changing target claims could modify risk without eliminating it. Political effect must still be assessed against the movement's declared objectives rather than inferred from shipping cost alone.

Designation and humanitarian controls

The United States designated Ansar Allah as a specially designated global terrorist in 2024. Executive Order 14175 initiated a new process in January 2025, and a State Department notice made a Foreign Terrorist Organization designation effective on 5 March 2025. The federal notice is an administrative designation, not a criminal judgment.

Sanctions operate alongside general licences and exemptions covering specified humanitarian and communications activity. Their existence does not prove frictionless aid delivery. As at 29 July 2026, designation and authorisation status requires a current instrument-by-instrument check.

Assessment

Iranian material support and strategic alignment should be described from specific evidence. Neither establishes command over every maritime operation. The campaign demonstrates how a non-state actor can transmit force through a trade chokepoint, but effectiveness must separate political compellence from disruption, insurance and rerouting costs.

Governance revenue and external support also operate through different channels. Taxation, customs, fuel control, donations, smuggling and weapons supply should not be collapsed into one financing estimate. Designation can constrain some channels while leaving territorial extraction intact.
