Dismantle Iran's Proxy Act of 2025 (proposed US Senate bill)

S. 145, the Dismantle Iran's Proxy Act of 2025, is a proposed United States Senate bill concerning Ansarallah. It was introduced on 16 January 2025 and referred to the Senate Committee on Foreign Relations. As at 29 July 2026, Congress.gov recorded no later action, so the bill had not passed either chamber and had no legal force (Congress.gov status).

Proposed provisions

The introduced bill would require specified action concerning Ansarallah, including a Foreign Terrorist Organization designation, blocking sanctions, determinations concerning named persons and a strategy addressing offensive capabilities and navigation in the Red Sea and adjacent waters (S. 145 as introduced). These are proposed congressional mandates. They do not currently compel the President, designate a person or block property.

The introduced print listed 14 original cosponsors. The live Congress page listed 20 cosponsors at the audit date. Sponsor findings and proposed determinations record legislative position, not independently adjudicated facts about Iranian direction, personal status, capabilities or humanitarian effects.

Existing authority and operative designation

Executive action overtook one central premise of the bill. Executive Order 14175 directed a review and action process in January 2025, but did not itself complete a foreign-terrorist-organisation designation (90 Fed. Reg. 8639). The Secretary of State's notice under existing 8 USC section 1189 designated Ansarallah effective on publication on 5 March 2025 (90 Fed. Reg. 11352; 8 USC section 1189). S. 145 was not the legal authority for that action.

Foreign Terrorist Organization status also differs from Specially Designated Global Terrorist status under Executive Order 13224. The Department of State designated Ansarallah under the latter framework in January 2024 (archived State Department statement). Statecraft significance

The bill belongs in context as evidence of declared congressional intent to harden denial and coercive measures through statute. It did not impose costs. Its status, text and relationship to current executive authorities must be rechecked if Congress amends, incorporates, enacts or allows it to expire.
