Gallium and germanium production, refining and export controls
Gallium and germanium production, refining and export controls connect by-product mineral recovery to compound semiconductors, optics, solar cells and selected defence systems. Concentrated Chinese production and refining create leverage that the Chinese government activated through export licensing in 2023 and additional United States-specific controls in 2024. The live regime is layered, not a single permanent ban.
Materials and production chains
Gallium and germanium are separate commodities. Gallium is commonly recovered from bauxite-processing streams and is used in gallium arsenide and gallium nitride devices, power electronics, light-emitting diodes and some solar applications. Germanium is recovered from zinc ores and some coal-related sources and is used in fibre optics, infrared optics and selected semiconductor and solar applications.
Both require specialised refining before use. Ore occurrence, by-product recovery, primary material, high-purity refining, compound production and finished components are different stages. A statistic for one stage cannot describe all of them. Production, capacity, reserves, export volume and import reliance also require separate denominators.
By-product economics constrain rapid supply response. Higher prices for gallium or germanium do not automatically justify expanding the much larger aluminium, zinc or coal operation from which the material is recovered. Recycling, substitution and alternative refining can reduce exposure, but qualification, purity, scale and performance differ by application.
Current export-control regime
China's Announcement 23, issued on 3 July 2023 and effective from 1 August 2023, placed specified gallium and germanium items under export licensing. It did not prohibit every export. Announcement 46 of 3 December 2024 then prohibited exports to United States military users or military end uses and established a presumptive denial for specified dual-use exports to the United States.
Announcement 72 of 9 November 2025 suspended paragraph two of Announcement 46 until 27 November 2026. It did not repeal the 2023 global licensing regime or the first paragraph's military restriction. The current position must be rechecked before publication.
The issuing authorities state national security, state interests and non-proliferation as objectives. Retaliation for foreign semiconductor controls and broader compellence remain inferences unless a primary record establishes them. Licensing also does not prove that an application was denied, a shipment stopped or downstream production failed. Those effects require licence, customs, inventory, price or output evidence.
Statecraft and resilience
China acts through the Ministry of Commerce and customs authorities, while refiners and exporters transmit the controls. Other governments use stockpiling, critical-mineral policy, industrial support and diversification to reduce exposure. These acts make the technology a main-sequence statecraft record, but the entry does not assign strategic purpose to the minerals themselves.
