Fibre-optic landing stations and internet exchange points

Fibre-optic landing stations are coastal facilities where submarine cables connect to terrestrial networks. Internet exchange points (IXPs) are facilities and switching environments where participating networks exchange traffic. Both can concentrate infrastructure and jurisdiction, but they are distinct technical layers and neither is automatically a surveillance point or single point of failure. Their relevance to weaponised interdependence depends on actual routing, ownership, authority and substitutability.

Function

A landing station terminates or connects a cable system and links it to terrestrial backhaul. Permitting, coastline, existing routes and economics can cause several cables to use the same area, although stations, cable systems and backhaul may have different owners. IXPs allow participating networks to exchange traffic locally under their own routing policies. Concentration can improve efficiency, but leverage requires both technical access and relevant legal or operational control.

Strategic significance

Landing stations and IXPs are concentrated places where legal jurisdiction, network operations and physical infrastructure meet. That concentration can improve efficiency and permit surveillance or disruption when a state has the relevant authority and technical access. It does not mean that every packet traverses one site or that jurisdiction alone provides access to traffic. Financial messaging and settlement depend on communications networks, but the effect of losing a facility depends on route diversity, backhaul, spare capacity and operator recovery. These sites are therefore candidates for strategic-node analysis, not automatically proven chokepoints.

Control or weaponisation history

United States cable-landing licences and Team Telecom review provide procedures for identifying and mitigating national-security risks. Review, mitigation or route change is not proof of foreign control or surveillance. Physical protection and route diversity are also resilience questions because landing facilities and terrestrial backhaul may be disrupted by accident, natural hazard, maintenance or hostile action. In Economic Kill Chain terms the facilities may be mapped as dependencies. A panopticon claim requires evidence of collection access and authority, not the existence of concentrated infrastructure alone.

Current status and evidentiary limits

A cable, landing station, terrestrial backhaul route and internet exchange point are separate assets, often with different owners and regulators. In the United States, cable-landing licensing and Team Telecom review identify and manage national-security risk. Review or mitigation is not proof that an applicant is controlled by a foreign state or that a facility has been compromised. Outages may result from accident, maintenance, natural hazard, cyberattack or sabotage; attribution requires evidence beyond the fact of disrupted traffic. Route diversity, spare capacity and repair access determine whether a site is a true single point of failure. Traffic measurements require a defined route, period and unit.
