Undersea-cable and data-routing control

Undersea-cable and data-routing control is the use of ownership rules, landing licences, network design and security conditions to shape international data paths. It is usually defensive Economic statecraft aimed at resilience or risk reduction. A cable owner's commercial choice, a regulator's licence condition and a hostile disruption are different acts and require separate attribution.

Infrastructure and authority

Submarine communications cables carry the overwhelming majority of intercontinental digital traffic. Their routes connect to Fibre-optic landing stations and internet exchange points, where physical concentration, domestic jurisdiction and network interconnection create both efficiency and exposure. Control can arise through investment screening, construction permits, landing licences, vendor restrictions, lawful-interception obligations or conditions imposed on operators.

In 2020, the United States interagency group known as Team Telecom recommended that the Federal Communications Commission deny the Hong Kong segment of the Pacific Light Cable Network. The Department of Justice framed the recommendation as a national-security assessment concerning ownership, access and data exposure. The FCC later authorised other system segments subject to conditions. That official assessment records the government's risk judgment; it does not prove that the owner had intercepted data or committed sabotage.

Routing, disruption and resilience

Routing control is not the same as ownership. Operators select paths using capacity, latency, price and failure conditions, while governments can influence the available topology. Lawful interception is also distinct from an outage. Undersea cable cutting and sabotage capability requires evidence about the physical event, actor and intent; accidental damage remains common.

The European Commission's 2026 toolbox and the ITU's resilience work emphasise route diversity, repair capacity, monitoring, trusted suppliers and coordination. These measures treat Data as strategic terrain without converting every foreign investment or traffic route into coercion. Strategic analysis should date any traffic-share or route-length figure, identify the issuing body and avoid inferring hostile purpose from nationality alone.
