Content delivery networks and DNS infrastructure
Content delivery networks (CDNs) and DNS infrastructure are, respectively, distributed caching and security networks used to deliver web content, and the hierarchical naming system that translates domain names into network addresses. They operate at different technical layers. A provider, registry or registrar may control a particular service or domain, while the globally coordinated DNS root does not create a single operational switch for all internet connectivity.
Function
CDNs such as Akamai and Cloudflare replicate content across edge servers, absorb denial-of-service traffic and may terminate encrypted connections. Provider withdrawal can reduce a customer's performance or protection, but the effect depends on origin hosting, alternative providers and network configuration. DNS resolution runs from root servers through top-level-domain registries to individual domains; the Internet Corporation for Assigned Names and Numbers (ICANN) coordinates policy while IANA administers root-zone changes under defined processes.
Strategic significance
The 2022 episode defined the current governance limit. On 28 February Ukraine's digital minister asked ICANN to revoke Russia's country-code domains and take related technical steps. ICANN declined on 2 March, explaining that its coordination role existed to keep the internet operating and did not include sanctions authority. This was a dated refusal by a governance body, not a technical outage or cyberattack. Private CDN and security providers made separate commercial decisions about Russian customers, illustrating that a service contract, a registry decision, DNS resolution and network reachability operate at different layers. That distinction also matters for platform denial.
Control or weaponisation history
States defend against namespace and delivery dependence by localisation: Russia's sovereign internet architecture and national DNS, and China's Great Firewall with domestic CDN champions, are built precisely to make foreign denial survivable. The deeper physical dependencies are treated at Submarine communications cables and Fibre-optic landing stations and internet exchange points.
