This file records the intended licensing model. It does not grant a public licence. The notice must remain marked proposed until the Founding Editor approves release and the ownership review confirms that every licensed component may lawfully be licensed.

Tennant as Founding Editor, link to the source and licence, and indicate whether changes were made. Third-party quotations, images, data, trademarks and other identified material remain subject to their own rights and are excluded from this licence unless expressly stated.

What CC BY 4.0 permits

The proposed licence permits sharing and adaptation, including commercial reuse, provided the user gives appropriate credit, links to the licence, and indicates changes. It does not permit a user to imply endorsement. It does not clear publicity, privacy, moral, trademark, database, or third-party rights that may apply. The official deed states these terms and limitations.

Activation checklist

• Confirm the legal rightsholder for the compilation and original entry text.
• Identify third-party quotations, images, tables, datasets, and other excluded material.
• Confirm whether any contributor agreement is required for contributed text.
• Decide whether database rights require a separate notice in relevant jurisdictions.
• Obtain legal advice on the final notice and the interaction between the site terms and CC BY 4.0.
• Insert the final year, canonical URL, rightsholder, and active licence metadata.
• Apply the licence prospectively to the approved public release, not silently to archived drafts.
