Valery Gerasimov
Valery Gerasimov is a Russian general whose public writing on military and non-military means became the basis of the misleading Western label "Gerasimov Doctrine". The Kremlin's Security Council membership record, dated 16 February 2026, identified him as Chief of the General Staff and First Deputy Minister of Defence. That record establishes senior military office at that date, not personal command of every Russian economic, political or information measure.
The 2013 article
In a 2013 article, Gerasimov discussed his view that contemporary conflicts integrated military force with political, economic, informational and other non-military activity. Charles Bartles's translation and analysis place the text in its Russian professional context. It was a description of perceived changes in conflict and an argument about military adaptation, not a formally promulgated doctrine bearing Gerasimov's name.
Mark Galeotti popularised the "Gerasimov Doctrine" formulation and later repudiated it. He argued that Western readers had converted a descriptive article into a presumed Russian blueprint. The episode is a warning against reading personal authorship, formal authority and operational command into one public text.
Authority and attribution
The General Staff plans and coordinates military activity within a wider Russian state system. Presidential decisions, defence-ministry authority, intelligence operations, financial regulation, trade policy and private conduct have separate chains of command. Gerasimov's rank or attendance at senior meetings cannot establish that he designed or ordered a particular sanctions-evasion, energy, finance or trade operation.
Economic measures can form part of the wider conflict environment described in Russian strategic debate. Demonstrating Gerasimov's personal role requires a decision, order or reliable command record. Western interpretation of his article is not such evidence.
Warrant and sanctions status
On 25 June 2024, the International Criminal Court announced an arrest warrant for Gerasimov in the situation in Ukraine. The warrant records judicial findings at the warrant stage and allegations of responsibility for crimes within the Court's jurisdiction. It is not a conviction. The United Kingdom has also listed Gerasimov under its sanctions system. A sanctions listing is an administrative legal measure, distinct from the International Criminal Court process and any criminal judgment.
Gerasimov belongs in context because the record explains how economic and non-military means are discussed within concepts of contemporary war. It does not establish a personal economic-warfare doctrine.
Analytical significance
The debate matters because it can distort attribution in two directions. Treating every Russian non-military action as execution of a single doctrine overstates coherence and personal control. Treating economic, informational and military activity as wholly separate can miss coordinated state strategy. The solution is not a label. It is evidence linking a measure to an authority, objective and chain of implementation.
Gerasimov's article can support the narrower claim that senior Russian military discussion recognised the interaction of different means. Jonsson places that discussion within a wider Russian understanding of war and political purpose. Neither source proves that the General Staff owns trade restrictions, energy policy, financial supervision or private commercial networks.
Current-role language requires particular caution during wartime. The February 2026 Kremlin membership list is a dated official representation of office, not a permanent biographical fact. Warrant and sanctions status can also change. The United Kingdom Sanctions List, checked on 29 July 2026, returned Gerasimov as a Russia-regime designated individual subject to an asset freeze, travel ban, director-disqualification sanction and trust-services sanctions. None of the Russian, United Kingdom or International Criminal Court records, by itself, establishes command responsibility for a specific economic act.
