Financial information battlespace

The financial information battlespace is James J. Tennant's proposed extension of the established military information environment into financial markets. The framework maps how public information, market data, prices, algorithms, media and official communication interact to shape expectations and economic decisions. It is an analytical and resilience concept. Current public evidence does not establish a state-directed market operation that validates it as an operational statecraft doctrine, so the entry remains in the context sequence.

Doctrinal boundary

Joint Publication 3-04, Information in Joint Operations, was issued on 14 September 2022 and superseded the older Joint Publication 3-13 information-operations terminology for this purpose. It establishes information as a joint function and describes how people, organisations, systems and information affect decisions. The 2023 United States Department of Defense strategy and NATO's 2024 approach address information activities, threats and resilience.

None of these sources declares financial markets a battlespace in Tennant's sense. The military information environment and the financial-market extension must remain separate. Tennant's unpublished manuscripts establish the provenance of the extension, its mapping approach and its prediction-market thesis. They do not independently validate external market claims, state attribution or effectiveness.

Prices, participants and transmission

Friedrich A. Hayek explains how prices can communicate dispersed knowledge. Sanford J. Grossman and Joseph E. Stiglitz show why a perfectly informationally efficient market is impossible when information acquisition is costly. Robert J. Shiller adds behavioural and feedback limits. Prices contain information, but also noise, incentives, constraints, liquidity conditions and strategic behaviour. They are not transparent or complete measures of collective belief.

The proposed financial information battlespace includes officials, journalists, traders, exchanges, brokers, data vendors, algorithms, platforms and the public. Newswires, market-data feeds, social platforms and automated trading infrastructure transmit information at different speeds and under different rules. Information affects expectations and orders; transactions affect prices and liquidity; observed prices then feed back into analysis and behaviour.

Prediction markets provide one specialised signal. Their prices depend on contract design, participation, liquidity, transaction costs, manipulation controls and settlement rules. A quoted price is not a probability by definition in every setting. Claims about decision value require evidence on calibration, market structure and the decision being supported.

The 2013 Associated Press incident

On 23 April 2013, the Associated Press reported that its Twitter account had been compromised and used to post false information about explosions at the White House and injury to President Barack Obama. The post coincided with a sharp, brief market movement. It demonstrates how compromised public communication can reach financial markets rapidly.

The episode does not prove a state-directed operation or an algorithm-only causal chain. Tero Karppi and Kate Crawford warn that proprietary systems and event speed make causal claims about algorithmic amplification difficult. An assessment should define the price, volume, liquidity, event window, benchmark and alternative explanations. It should not repeat a market-value estimate without a specified index, interval and method.

Statecraft tests and resilience

Market manipulation, cyber compromise, disinformation, ordinary advocacy, official signalling and military information activity have different legal tests and attribution standards. Public debate or inconvenient reporting is not a hostile information operation. A statecraft case must identify a state sender, selected information input, intended economic decision, evidence of coordination and an observed transmission path. Speed or price movement does not establish actor or intent.

Resilience measures include source authentication, provenance, cyber security, market-integrity surveillance, circuit breakers, model governance and cross-functional incident response. IOSCO's work on artificial intelligence and machine learning supports governance of automated market intermediaries. Market surveillance, cyber security and national-security monitoring overlap but are not substitutes. Controls must also preserve free expression, press freedom, privacy and due process.
