United States blocking sanctions on Rosneft and Lukoil (2025-present)

The United States designated Rosneft and Lukoil under Executive Order 14024 on 22 October 2025. The action imposed blocking sanctions on the named companies and subsidiaries identified by the Office of Foreign Assets Control (OFAC). It did not automatically establish facts about every affiliate or counterparty.

The legal chronology matters. Rosneft and Lukoil had previously faced narrower sectoral restrictions under the 2014 Russian energy measures. Other Russian producers were designated in January 2025. The October action then blocked property and interests in property within United States jurisdiction and prohibited dealings by United States persons, subject to OFAC authorisations. Entities owned 50 per cent or more by blocked persons could also be blocked under OFAC's ownership rule even if not separately named.

Treasury described the action as pressure on Russian oil revenue and on Moscow's conduct of the war in Ukraine. Those are official policy and ownership determinations, not criminal judgments. The United Kingdom separately sanctioned Russian oil companies on 15 October 2025; its action should not be merged into the United States measure.

As at 29 July 2026, the legal episode remained active. Purchase suspensions, discounts, evasion, licence requests and asset sales require named counterparties, dated evidence and a defined event window before they can support an effects claim. A proposed or authorised disposal is not a completed sale. Publication requires a fresh check of designations, licences, amendments, ownership findings and transaction status.

This evidentiary rule prevents a press-reported compliance pause from being counted as permanent volume loss, and prevents an ownership finding from being projected across an unmapped corporate group.
