Civilian uranium conversion and enrichment supply

Civilian uranium conversion and enrichment supply covers two concentrated services within a longer nuclear-fuel chain. Russian capacity and deliveries created documented dependencies for Western utilities, which then shaped import prohibitions, export restrictions and public investment in alternative supply. The dependency is a vulnerability. It becomes statecraft when a government imposes a restriction, conditions access or funds resilience for a declared strategic purpose.

The product chain

Uranium mining and milling produce concentrate. Conversion changes material into chemical forms, commonly uranium hexafluoride for centrifuge enrichment. Enrichment increases the proportion of uranium-235 and is bought through different combinations of uranium product and separative-work services. A separative work unit, or SWU, measures enrichment effort rather than mass of enriched product. Deconversion and fuel fabrication then produce reactor-compatible pellets, rods and assemblies.

These stages cannot be treated as a single market. Ore origin does not identify where conversion or enrichment occurred. A purchase of enrichment services does not establish ownership of the uranium feed. Enrichment capacity does not deliver a qualified fuel assembly. Mining share, conversion production, installed enrichment capacity, delivered SWU and utility purchases therefore require different units, periods and sources.

Low-enriched uranium contains more uranium-235 than natural uranium but remains below 20 per cent, while most current power-reactor fuel remains below 5 per cent. High-assay low-enriched uranium, or HALEU, is enriched above 5 and below 20 per cent and is proposed for some advanced reactors. HALEU is not interchangeable with the conventional reactor-fuel market.

Dependency and restrictions

In 2024 the United States Department of Energy estimated that Russia held roughly 44 per cent of global uranium-enrichment capacity. This is a dated capacity share, not a mining, production or purchase share. The Energy Information Administration's 2024 utility data separately report purchases, supplier origin and SWU under their own definitions. Euratom records distinguish European deliveries, contracts and inventory coverage.

The Prohibiting Russian Uranium Imports Act became law on 13 May 2024. Its import prohibition took effect on 11 August 2024. Department of Energy waivers operate only within statutory conditions and terminate no later than 1 January 2028. The prohibition itself continues through 31 December 2040. The waiver period should not be described as the duration of the ban.

On 15 November 2024 the Russian government announced temporary restrictions on enriched-uranium exports to the United States, with one-time licences available under Russian law. Its current operation is a live-law question and must be checked at publication. The measure demonstrates active leverage, while supply concentration alone demonstrates only latent exposure.

Capacity response and HALEU

United States and European policy since 2022 has combined import reduction, utility transition and support for alternative conversion and enrichment. New supply faces long plant, licensing, contracting, transport, fabrication and reactor-qualification periods. Inventory and contracted deliveries can bridge a transition but do not equal operating capacity. Announced plants, construction, licensed output, production and delivered fuel should be reported separately.

Russia is not the only HALEU producer as of 2026. Under a United States demonstration, Centrus produced the first 20 kilograms in 2023 and reached 900 kilograms in June 2025. The Department of Energy awarded additional enrichment-service task orders in January 2026. Demonstration output and awards do not establish a mature commercial market, delivered reactor fuel or capacity sufficient for projected demand.

Statecraft assessment

The state nexus is direct for legislation, waivers, export restrictions and public capacity programmes, and regulated-intermediary for utility contracts and fuel services. A credible assessment identifies the exact product, service, unit, contract coverage and time horizon. It also separates resilience, denial and coercion. Western transition policy can reduce exposure without proving that prior restraint on broader nuclear measures followed a single official rationale. Civilian supply analysis remains distinct from weapons proliferation, but safeguards, security and transport rules affect substitution and delivery. Effectiveness should measure supply continuity, dependence reduced, cost, time, capacity delivered and any change in bargaining leverage against an explicit counterfactual.
