Uranium and nuclear-fuel supply control

Uranium and nuclear-fuel supply control is the restriction or threatened restriction of a defined stage in the civilian nuclear-fuel chain. Natural uranium mining, conversion, enrichment services, low-enriched uranium, fuel fabrication and reactor operation are separate. State Atomic Energy Corporation Rosatom and its subsidiaries should not be treated as interchangeable actors.

Current controls

The United States prohibition on specified Russian natural uranium and unirradiated low-enriched uranium took effect on 11 August 2024. Statutory waivers are case-specific and terminate no later than 1 January 2028. The waiver window is not an exemption from the ban, and the law does not prohibit every Russian nuclear material or service.

Russia's November 2024 restriction on enriched-uranium exports to the United States uses an export-licensing mechanism that permits one-time licences. A licence requirement is not a total export suspension. Current waiver and licence decisions must be refreshed before publication.

The Euratom Supply Agency's 2025 annual report, published on 9 July 2026, is the current source for European Union contracting and supply data. Every share should specify product, stage, contract type, year and denominator. Enrichment concentration alone does not establish immediate reactor leverage because inventories, contracts, qualification and fuel design mediate exposure.

Assessment

This instrument sits within Nuclear fuel-cycle, enrichment and supplier controls and Civilian uranium conversion and enrichment supply. Potential leverage reflects Weaponised interdependence, but deployment and effect require evidence of an actual restriction, target dependence and limited substitution. Assessment should identify miner, converter, enricher, fabricator, operator and regulator, then measure delivery, inventory and replacement time at the same stage.
