United Nations sanctions on Eritrea (2009-2018)
The United Nations Security Council imposed sanctions concerning Eritrea in 2009 and terminated them in 2018. The regime combined state-wide arms restrictions with targeted travel and asset measures. Allegations concerning support for al-Shabaab, conduct towards Djibouti and external revenue must remain attributed to the resolution or monitoring report that made them.
Measures and findings
Resolution 1907 required states to prevent specified arms supply to and from Eritrea and established travel restrictions and asset freezes for persons and entities designated by the committee. The state-wide arms provisions and designated-person measures had different targets and implementation requirements.
Resolution 2023 addressed mining-sector due diligence and Eritrea's collection of a diaspora tax where collection involved threats, harassment or other illicit means. It did not create a simple general seizure of mining or remittance revenue. National implementation, exemptions and reported violations remained separate from the Security Council's decision.
The Somalia and Eritrea Monitoring Group investigated compliance and attributed its findings using its own evidentiary standards. Its 2017 report stated that it had found no evidence of Eritrean support to al-Shabaab during the mandate period, while continuing to address other issues. That later finding does not retrospectively adjudicate every earlier allegation.
Termination and assessment
Resolution 2444 terminated the Eritrea-specific arms restrictions, travel ban and asset freeze on 14 November 2018. Council members connected the decision to changed regional relations, the Eritrea-Ethiopia rapprochement and the monitoring record. Lifting did not constitute a judicial exoneration, nor does it establish that the prior regime compelled the change.
Effects on arms access, mining investment, remittances, diplomacy and civilian welfare require separate evidence. The case chiefly demonstrates the importance of updating a sanctions regime when its factual and political basis changes.
