UN 1718 Committee and DPRK Panel of Experts

The UN 1718 Committee is the active Security Council committee overseeing sanctions concerning the Democratic People's Republic of Korea; its Panel of Experts ended on 30 April 2024. The committee, former panel and later Multilateral Sanctions Monitoring Team are separate institutions.

Committee

The Security Council created the committee under Resolution 1718. Its work includes considering designations, implementation questions, exemptions, member-state reports and guidance within the applicable resolutions. It operates by consensus among Security Council members.

The committee is a subsidiary organ of the United Nations Security Council. It does not enact national implementing legislation or conduct every investigation. Member states apply the United Nations sanctions regime against North Korea (2006-present) through their legal systems.

UNSCR 1718 and the North Korea sanctions series (2006 to 2017) supplies the resolution sequence and substantive measures. Current scope must be taken from operative resolutions and committee material.

Former Panel of Experts

The Panel of Experts supported the committee through investigation, analysis and recommendations. The Security Council did not renew its mandate after a veto, and the panel's service ended on 30 April 2024. Its archived reports remain evidence of attributed findings for their reporting periods.

The panel should not be described in the present tense after that date. Its reports were expert reports to the committee, not judicial determinations or automatic national enforcement acts.

Multilateral Sanctions Monitoring Team

Eleven states created the Multilateral Sanctions Monitoring Team in October 2024. It issued reports in May and October 2025. MSMT is outside the United Nations and expressly does not replace the Panel's legal position.

MSMT participant governments can publish findings and supporting evidence. Those findings should be attributed to the team or releasing governments, not presented as UN conclusions. Autonomous versus multilateral sanctions helps distinguish outside coalition monitoring from Security Council authority.

Current assessment

As at 30 July 2026, the 1718 Committee remained active while the Panel of Experts remained terminated. This creates an institutional monitoring gap without ending the underlying Security Council regime.

Editors should identify whether a proposition comes from a resolution, committee notice, former panel report, member-state allegation or MSMT report. Publication-day review must confirm current committee material and any later Security Council action.

Information and due process

Committee action depends on information submitted by states, international organisations and other sources. Consensus requirements can block designation or guidance even where participants agree that conduct is concerning. Institutional silence therefore does not prove that an allegation is false, while a state allegation does not establish committee agreement.

Exemptions and implementation assistance are also part of the regime. Humanitarian actors may require clear procedures, usable banking and timely decisions. The committee's decisions should be separated from risk choices by banks and suppliers.

For historical panel material, editors should cite the report date and evidentiary language. For MSMT material, they should identify participant authorship and the fact that the mechanism is outside the UN.
