Multilateral Sanctions Monitoring Team

The Multilateral Sanctions Monitoring Team (MSMT) is an intergovernmental mechanism established in October 2024 by eleven governments to monitor and report violations and evasion of United Nations Security Council sanctions concerning the Democratic People's Republic of Korea. It is not a United Nations body and does not replace the legal authority of the Security Council or its 1718 Committee.

The MSMT followed Russia's March 2024 veto of a resolution that would have renewed the mandate of the United Nations Panel of Experts assisting the 1718 Committee. The Committee and the underlying Security Council resolutions continued; the Panel's mandate ended. The MSMT fills part of the reporting gap through cooperation among participating states.

Its first report, released in May 2025, addressed military cooperation between the DPRK and Russia, including arms transfers. Its second report, released in October 2025, addressed cyber activity and overseas information-technology workers. Findings in those reports are the participating governments' collective assessments. They are not judgments of a court or findings adopted by the Security Council.

The mechanism uses information sharing, public reporting and attribution to support implementation. It cannot itself designate a person, compel evidence, impose a penalty or change a Security Council resolution. Its coverage is also narrower than the former Panel because China and Russia do not participate.

The MSMT's value lies in maintaining evidence production and coalition attention. Its credibility depends on transparent methods, source protection, opportunities for response and careful separation of verified fact from member-state assessment. Record checked through 29 July 2026.
