Ukraine's wartime monetary and financial defence (2022-2023)

Ukraine's wartime monetary and financial defence kept core banking, payments, currency and fiscal functions operating during 2022 and 2023. It is a context record of defensive statecraft and institutional resilience, not an external compellence campaign.

Instruments and sequence

National Bank of Ukraine Resolution 18 of 24 February 2022 established emergency rules for banks under martial law. Measures included a fixed official exchange rate, foreign-exchange and cross-border restrictions, cash-withdrawal controls and exceptions for specified transactions. Resolution 18 was amended repeatedly. Any rule must therefore be tied to the operative version, affected person, currency, transaction, threshold and date.

On 21 July 2022 the Bank reset the official hryvnia-dollar rate and adjusted foreign-exchange rules. It also supplied liquidity and maintained payment-system operations. Monetary financing was distinct from commercial-bank bond purchases, grants, external loans and reserve inflows. The Bank's 2022 annual report records its direct war-bond purchases and the effects on its balance sheet.

External budget finance became a core part of the defence. In March 2023 the International Monetary Fund approved an Extended Fund Facility within a wider support package. On 2 October 2023 the Bank replaced the fixed rate with managed flexibility while retaining intervention and relevant controls.

Assessment

Operational continuity, exchange-rate stability, reserves, inflation and fiscal capacity are separate results. Strong reserves or a functioning payment system do not erase the inflationary and allocation costs of controls and monetary financing. Nor were domestic instruments sufficient alone. Grants, loans and other partner support underwrote the fiscal and external position.

The record ends on 31 December 2023. It does not imply that a restriction described for 2022 or 2023 remained unchanged later.
