The electric telegraph and cable networks (19th century)
The electric telegraph and its submarine cable networks were the first global information infrastructure, connecting continents from the mid-nineteenth century and giving the state that controlled the cables, principally Britain, a decisive advantage in commercial intelligence, market information, and wartime communications denial. The telegraph is the historical origin of every subsequent contest over control of data infrastructure, and the direct ancestor of the submarine cable chokepoint.
Function
The electric telegraph transmitted coded messages over wire, reducing communication time from ship-speed intervals to minutes where a working line existed. An experimental cable linked Britain and France in 1850, followed by a more durable Channel connection in 1851. The 1858 transatlantic cable carried messages briefly before failing. Cable laying continued, with the Great Eastern expedition of 1865 recovering its broken line the next year and the 1866 cable establishing durable transatlantic service. These milestones should not be collapsed into a single invention date. Britain's later imperial network routed many links through British-controlled territory, reducing but not eliminating exposure to interception or cutting.
Strategic significance
The telegraph created the informational preconditions of modern economic warfare. Whoever controlled the cables controlled the flow of prices, orders, and news between markets, an early panopticon advantage: British firms and government enjoyed faster, more reliable commercial intelligence than rivals routed through British-owned lines. Britain also held the industrial chokepoint of the technology itself, possessing most of the world's cable-laying and repair capacity and a near-monopoly on gutta-percha, the natural insulator on which submarine cables depended. This is the nineteenth-century instance of the chokepoint and weaponised interdependence logic the definitional spine identifies in contemporary networks, and the encyclopedia treats it as the same mechanism in an earlier medium.
That advantage was neither automatic nor complete. Private cable companies, imperial administrations, news agencies and naval authorities held different rights and information. A message could be delayed, censored, intercepted, rerouted or physically blocked, with distinct economic consequences. Competing landlines, radio and neutral routes provided partial substitution at different times. Faster price access could improve decisions, but the scale of any gain must be demonstrated from the relevant market rather than inferred from ownership alone.
Control or weaponisation history
The decisive demonstration came in August 1914, when Britain used the cable ship Alert to cut German links and force traffic onto alternative routes. Cable ownership, route control, interception and physical cutting were separate mechanisms. The operation constrained German communications, but no cable act alone determined the commercial or military outcome. The 1884 Convention for the Protection of Submarine Telegraph Cables had created peacetime protections while excluding belligerent wartime action from its core rule. The episode set an important precedent for the modern cable-sabotage contest, while Daniel Headrick's interpretation of cable power remains historical analysis rather than proof of decisive advantage in every case.
