Steam navigation and the coaling-station network
Steam navigation and the coaling-station network were the propulsion technology and supporting fuel infrastructure that globalised sea power in the nineteenth century, and with it the reach of blockade and commercial pressure. Steam made maritime movement schedulable and independent of wind, but only within reach of coal; the resulting network of coaling stations, dominated by Britain, converted the world's oceans into an infrastructure system with an owner, and stands as the first fully realised case of what later theory would call weaponised interdependence.
Function
Steamships consumed coal continuously and carried limited bunkers, so trans-oceanic steam navigation required fuelling points at regular intervals. Steam propulsion, bunker fuel, colliers, shore stocks, port access and fortified imperial bases were separate components: losing one could delay a voyage without necessarily disabling the others. The stations that mattered combined harbour, stocks, colliers and defence, and Britain held a broad chain across the Mediterranean, Indian Ocean, Atlantic and Pacific. Around the stations sat a British-dominated commercial system of coal exports, collier fleets and bunkering merchants. Alfred Thayer Mahan treated coaling stations as an element of naval strategy, but his theory is not proof that the network alone determined imperial power.
Strategic significance
The network's economic-warfare significance was structural rather than episodic. Steam shipping, naval or commercial, depended on access to coal stocks, colliers and ports, and that access could be conditioned. British bases and commercial services gave the Royal Navy a global mobility advantage, but the effect varied with ship range, local stocks and access to neutral suppliers. In the First World War the Allies formalised bunker control by conditioning access to coal and related services on compliance with trade restrictions. A 1917 United States diplomatic record described Allied control over world coal supply and proposals to make bunker access conditional on reciprocal economic measures. Combined with British dominance of cables, treated at The electric telegraph and cable networks (19th century), and of marine insurance, the coaling network supported the distant blockade and the wider campaign against Germany's economy.
Control or weaponisation history
Steam's chokepoint eroded the way chokepoints do. Oil propulsion, longer-ranged and superior in performance, dissolved the coal dependency through the early twentieth century, transferring the fuel chokepoint to petroleum, where denial politics resumed in the cases treated at Oil embargo and petroleum-denial infrastructure (Japan 1941). The structural template survived translation: modern parallels, from bunkering and insurance denial to the G7 price cap's use of service dominance, reproduce the logic that controlling the enabling infrastructure of movement coerces more cheaply than intercepting the movement itself.
Neutrality law could constrain belligerent use of neutral ports, but practice depended on the port, service and neutral state's policy. Ordinary refuelling did not by itself constitute coercion.
