Robert Lighthizer

Robert Lighthizer is an American trade lawyer who served as United States Trade Representative from 2017 to 2021. USTR's official list records him as a former officeholder. Jamieson Greer, confirmed on 27 February 2025, was the current US Trade Representative as at 30 July 2026. Lighthizer's later private advocacy does not carry USTR authority.

Official role

Lighthizer was sworn in as the eighteenth US Trade Representative on 15 May 2017. Under presidential direction, USTR initiated the investigation under Section 301, Trade Act (1974) into Chinese acts and policies concerning technology transfer, intellectual property and innovation. Career staff and the interagency Section 301 process produced the March 2018 findings. The President selected responses, and USTR issued notices and administered the trade action.

Lighthizer also led US negotiations with Liu He and other Chinese officials that produced the January 2020 Phase One agreement. That negotiating role supports sender and institutional-designer classifications. It does not make him the sole author of tariff schedules, customs collection, company compliance or China's countermeasures.

Doctrine and assessment

Lighthizer argued for reciprocal trade, enforcement and domestic production capacity. The approach combined coercive restriction with a resilience claim. In the United States-China tariff conflict and Phase One agreement (2018-2020), tariffs sought changes in conduct and bargaining leverage. The Tariff as coercive instrument should be evaluated by the legal measure, target, price and trade effects, negotiated commitments and later implementation.

Effectiveness remains contested. Purchase commitments, technology practices, tariff incidence and strategic realignment are different tests. A durable policy shift does not prove every stated economic objective was achieved. His 2023 book is primary evidence of his doctrine, not independent evidence of campaign effects.

Lighthizer's record must also remain separate from Peter Navarro, the President, Greer, USTR staff and counterpart negotiators. Current US trade policy belongs to current authorities even where it continues ideas or instruments associated with his tenure.
