Peter Navarro

Peter Navarro is an American economist and government official associated with tariff, manufacturing and supply-chain policy. The White House personnel report dated 1 July 2026 records his exact current title as Assistant to the President and Senior Counselor for Trade and Manufacturing. That office is distinct from the Office of the United States Trade Representative and the departments that issue or administer trade rules.

Official periods and doctrine

During the first Trump administration, Navarro served as Assistant to the President and Director of the Office of Trade and Manufacturing Policy. The office was established by executive order in April 2017 to advise the President on growth, the trade deficit and manufacturing and defence industrial bases. Navarro advocated tariffs, domestic capacity and tighter treatment of Chinese trade practices.

Advocacy and legal action must remain separate. The President directed measures; USTR conducted the Section 301 investigation and published findings; Commerce administered relevant trade and industrial authorities; and Customs and Border Protection collected duties and enforced entry rules. Navarro did not personally enact every tariff or customs decision.

The same boundary governs the second term. The June 2026 customs order assigned functions to named departments and officials, with Navarro's office in a recommendation and co-ordination role. Current policy can draw on his arguments without becoming his individual legal act.

Assessment

Navarro's documented official role supports sender, institutional-designer and theorist classifications. His stated doctrine combines coercive market restriction with defensive industrial resilience. The United States-China tariff conflict and Phase One agreement (2018-2020) and Tariff as coercive instrument entries evaluate the instruments and effects. Robert Lighthizer had a separate USTR and negotiating role.

Claims that tariffs secured, failed to secure or caused a particular economic outcome require a defined measure, period and counterfactual. Official US spelling remains in proper titles, including "Counselor".
