Prince Group
Prince Group (Prince Holding Group) is a Cambodian conglomerate designated by the United States and United Kingdom in October 2025. A United States indictment charged its founder and chairman, Chen Zhi, with wire-fraud and money-laundering conspiracies. The indictment and related civil complaint contain allegations, not findings of guilt against Chen or Prince Group. Chen is presumed innocent in the United States criminal case unless proved guilty beyond reasonable doubt.
Rise
Founded in 2015 by the Chinese-born Cambodian businessman Chen Zhi, Prince Group built a visible empire in property development, banking, and tourism, while Chen accumulated elite standing including the honorific Neak Oknha and advisory connections at the top of Cambodian politics. The US and UK governments allege the licit conglomerate operated alongside, and laundered for, scam compounds run with trafficked labour, part of the economy treated at Southeast Asian scam-centre networks.
The takedown
On 14 October 2025 the Department of Justice unsealed its indictment and filed a civil forfeiture complaint concerning approximately 127,271 bitcoin then in United States custody. The Department called the complaint its largest forfeiture action, but forfeiture allegations and custody do not establish a final criminal judgment (Justice Department, 14 October 2025). On the same date, OFAC designated 146 targets associated with what Treasury described as the Prince Group transnational criminal organisation (Treasury, 14 October 2025), and the United Kingdom imposed parallel asset freezes (UK government, 14 October 2025).
Cambodia's Interior Ministry announced that Chen was arrested on 6 January 2026 and transferred to China after his Cambodian nationality had been revoked. China's Ministry of Public Security described him as a suspected leader of a cross-border gambling and telecommunications-fraud syndicate. Those announcements establish custody and official suspicion, not guilt. The United States docket's future course and any Chinese proceeding require a new status check after this entry's 29 July 2026 lock date.
Significance
The Prince Group action demonstrates a counter-network method combining designation, forfeiture, prosecution and international coordination. Whether Prince Group was a criminal enterprise, how any proceeds moved through its businesses, and whether political relationships protected misconduct remain matters for evidence and adjudication. The bitcoin custody claim also shows the operational reach of cryptocurrency tracing and key control, but it does not establish a general capacity to seize all crypto assets.
