Huione Group
Huione Group is the network defined by the United States Financial Crimes Enforcement Network for a special measure under section 311 of the USA PATRIOT Act. It belongs in the main sequence as a target of financial denial, not because its alleged criminal activity constitutes statecraft. FinCEN's administrative findings, the Department of Justice's allegations and private blockchain attributions remain different evidence classes.
Financial-denial action
On 1 May 2025, FinCEN announced that it had found reasonable grounds for concluding that Huione Group was a foreign financial institution of primary money-laundering concern (FinCEN, 1 May 2025). The formal finding was published on 5 May (90 FR 18980). FinCEN attributed at least USD 4 billion in illicit proceeds to the group between August 2021 and January 2025. That amount is a regulatory finding with defined categories and period, not a conviction or a measure of all network flows.
FinCEN announced the final rule on 14 October 2025 (FinCEN, 14 October 2025). The rule was published on 16 October and became effective on 17 November 2025 (90 FR 48298). It prohibits covered United States financial institutions from opening or maintaining correspondent accounts for Huione Group and requires safeguards against indirect processing. It does not close every foreign platform or establish criminal liability.
Identity, adaptation and limits
The rule's definition controls which named components fall within Huione Group for United States compliance purposes. Shared branding, a Telegram channel, wallet clustering or vendor mapping cannot independently establish ownership. Huione Pay PLC disputed its inclusion, and FinCEN rejected that position in the rulemaking record (90 FR 48298). This remains an administrative determination, not an independent corporate-law judgment.
In June 2026, the Department of Justice announced the seizure of identified backend cloud infrastructure and allegations concerning Huione-linked services (Department of Justice, 23 June 2026). FinCEN separately proposed adding H-Pay Service PLC and successor entities to the rule's definition (FinCEN, June 2026). The comment period was extended to 2 August 2026 (FinCEN, 22 July 2026). As at 29 July 2026, the 2025 measure remained effective and the proposed expansion was not final.
The case shows both denial and adaptation. Correspondent restrictions can raise the cost of access to United States finance, while renaming, successor entities and alternative rails can displace rather than eliminate activity. Current legal names, licences, list definitions and wallet attributions require verification before publication.
