Positioning (EKC Phase 3)

Positioning is the third phase of the Economic Kill Chain, in which authorities, assets, narratives and alliances are prepared before a contemplated measure so that any later execution can proceed rapidly and with legitimacy. It is an enabling phase, not itself an act of warfare, and the same preparation can support coercive, defensive or routine policy.

Mechanism

Positioning runs along four channels. Authority positioning secures the legal instruments in advance: drafted executive orders, sanctions packages under emergency economic powers, findings under Section 311, and allied coordination agreements. Asset positioning establishes the reserve positions, credit facilities, hedging instruments, and market positions that will be deployed during operations. Narrative positioning shapes the diplomatic framing that will present the action as legitimate. Alliance positioning engages partners to synchronise timing, since amplification depends on coverage arranged before the strike, not after it.

Application

The Banco Delta Asia case illustrates the chronology that positioning analysis must preserve. FinCEN proposed a finding in September 2005 and issued a final rule in March 2007; the rule was rescinded on 10 August 2020. Private correspondent withdrawals during the rulemaking interval were market responses, not themselves Treasury execution. The record supports a distinction between standing authority, notice and private reaction, but does not prove that every response was centrally sequenced.

OFAC designated Al-Qard Al-Hassan in July 2007 and made further related designations on 10 February 2026. Those records establish authority and designation history, not the intelligence preparation or operational integration of later Israeli action. The Qatar record likewise supports observed financial resilience after the 2017 measures, not the inherited reconstruction of pre-staged media, central-bank and military activity. Positioning requires interagency synchronisation; any claimed case must evidence who aligned which tool, under what authority and before what execution.
