Amplification (EKC Phase 5)

Amplification, phase five of Tennant's Economic Kill Chain, is the attempt to increase the effect of an initial economic measure by recruiting additional authorities, jurisdictions and private intermediaries. It is a campaign concept, not a legal category. A later action by another institution is evidence of amplification only when coordination, transmission or a common objective can be shown.

Lebanon and Al-Qard Al-Hassan

Lebanon entered Financial Action Task Force increased monitoring in October 2024. FATF describes increased monitoring as an action-plan process and expressly says that it does not call for enhanced due diligence or indiscriminate de-risking. Grey-listing is therefore not a sanction against Al-Qard Al-Hassan and cannot be treated as proof that AQAH was cut off.

Separate actions followed. United States Treasury designated AQAH officials and an associated entity in July 2025. Banque du Liban's Basic Circular 170, issued later that month, prohibited supervised institutions from dealing with unlicensed financial organisations and named AQAH. The Terrorist Financing Targeting Center announced a further multilateral action involving AQAH in June 2026.

This chronology shows pressure by distinct institutions. It does not by itself prove that one authority caused the others to act, that every measure shared an operational command, or that AQAH was functionally severed. The FATF action plan addresses Lebanese financial-integrity deficiencies; Treasury and the Terrorist Financing Targeting Center applied counterterrorism authorities; Banque du Liban acted within its supervisory perimeter.

Assessment

Amplification should be tested through observable transmission: aligned legal measures, shared targeting information, wider geographic coverage, additional regulated intermediaries and measurable changes in access or cost. Announcement sequence is not enough. Success requires evidence that later actions increased the initial measure's effect beyond what each authority would otherwise have produced.
