Nurtured AI (conscious advantage)
Nurtured AI (conscious advantage) is James J. Tennant's proposed and disputed construct for defensive artificial intelligence shaped by institutional memory, proportionality and coalition norms. It does not establish machine consciousness, reliable internalisation of norms or a validated strategic advantage. The publishable core is narrower: explicit constraints, testing, monitoring and human accountability for AI-enabled defensive action.
The proposal
The argument begins from a defensive gap: static rules and signature-based monitoring cannot match the tempo and adaptiveness of agentic-AI attacks, so defenders need AI that is itself agentic. But agentic defenders that merely optimise for disruption-avoidance risk amplifying the cascades they are meant to stop, or escalating beyond political intent. "Nurtured consciousness" is the offered answer: defender AI developed through deliberate exposure to allied doctrine, institutional memory and ethical frameworks, so that it selects responses aligned with coalition strategy rather than reacting blindly. The claimed payoff is a kill-web that functions as both shield and deterrent.
Contestation and status
NIST's voluntary AI Risk Management Framework organises risk work around govern, map, measure and manage. AI RMF 1.0 was under revision as at 30 July 2026. That framework and its Generative AI Profile support auditable risk controls, not the consciousness claim or an operational claim involving Agentic AI in financial systems, Algorithmic tacit coordination or Compute as strategic resource.
The construct is contested. Two objections define the dispute. First, it is difficult to falsify as proposed: a system that acts within constraints is behaviourally indistinguishable from one said to have "internalised" them as conscience, so cultivated judgement cannot be established by behaviour alone. Second, it may encourage delegation on the strength of an untestable property, lowering the operator's guard on an autonomous system whose authority should remain bounded. The surviving engineering requirement is narrower and testable: proportionality and coalition norms specified as explicit, auditable constraints on the action space, checked before execution and logged after. The system then acts within a bound humans approved rather than being trusted to weigh a norm it is assumed to hold. The encyclopedia records nurtured AI as a proposed and disputed construct, not settled doctrine.
