Compute as strategic resource

Compute as a strategic resource treats advanced processing capacity as an input into artificial intelligence, scientific research, intelligence, weapons development and industrial productivity. Strategic compute is not one commodity. It combines chips, memory, networking, data centres, electrical power, software, specialised labour and access to fabrication and packaging.

Control architecture

The United States' October 2022 rule added export controls on specified advanced-computing integrated circuits, supercomputer uses and semiconductor-manufacturing items involving China. The legal effect turns on item classification, destination, end user, end use and the reach of the Export Administration Regulations. It is not a prohibition on every processor or every cloud service.

Later policy changed materially. In May 2025, the Department of Commerce announced that it would rescind the Artificial Intelligence Diffusion Rule and would not enforce it. The country-tier allocation system proposed by that rule should therefore not be described as the continuing operative architecture.

BIS guidance dated 31 May 2026 addressed the application of General Prohibition Ten and pre-existing licence requirements to certain advanced-computing integrated-circuit transactions involving entities headquartered in Macau or destinations in Country Group D:5. The guidance clarified the current BIS position; it did not revive the Artificial Intelligence Diffusion Rule.

Strategic mechanism

Compute controls operate through a production network with concentrated nodes. Leading-edge fabrication equipment, design software, high-bandwidth memory, advanced packaging and specialised accelerators may each create leverage. Denial at one node can slow acquisition or increase cost, but the effect depends on inventories, performance thresholds, substitution and access through third countries.

The resource also differs from oil or metal. A chip's value depends on software, interconnection and workload. Older chips can be aggregated, algorithms can become more efficient, and domestic capacity can improve. Measures aimed at a performance threshold therefore create incentives to redesign products and procurement.

Assessment boundary

Official export-control records establish legal scope and stated national-security rationale. They do not prove how much model capability, military effectiveness or productivity was denied. Those claims require empirical work on delivered hardware, effective compute, utilisation and substitution over time.

The sender also bears costs. Controls can reduce supplier revenue, alter research networks and accelerate target-state investment. A complete ledger tracks denial, evasion, domestic replacement, coalition alignment and the health of the sender's own industrial base.

Measurement should use capability-adjusted units rather than catalogue labels alone. Relevant indicators include delivered accelerator performance, memory bandwidth, cluster interconnection, usable power, software maturity and the share of installed capacity available for the targeted workload. Procurement announcements and nominal chip counts can overstate effective capacity when systems cannot be integrated, powered or maintained.

Cloud access adds a service layer to the problem. A state may possess little domestic hardware while purchasing remote capacity, but jurisdiction, identity checks, workload visibility and provider concentration shape whether that route remains available. Hardware controls and service controls should therefore be assessed separately.

Compute is therefore a strategic resource because access can shape capability over time. It is not a single stock that can be measured only by chip counts, and it is not governed by a diffusion rule that the United States declined to enforce.
