Network-topology construction
Network-topology construction is the building of a structural map of a target's financial and supply system, in which entities are nodes, relationships are edges, and the resulting graph exposes the critical arteries an economic campaign can strike or must defend. It is the master analytical instrument of the mapping phase: the other mapping tools, ownership tracing, corridor analysis, trade-flow analysis, all feed products into a single topology from which targeting decisions flow.
Mechanism
The method rests on the structural insight of weaponised interdependence: the global economy is not a flat web but a hub-and-spoke hierarchy, so a target's apparent thousands of external relationships typically resolve into dependence on a small number of hubs. Construction proceeds in layers. Data assembly draws on financial intelligence, payment-message traffic, customs and trade records, corporate registries, vessel and aircraft tracking, and open sources. Entity resolution, increasingly performed by graph-analysis platforms, merges these into a coherent node set. Graph analysis then computes what matters operationally: centrality measures reveal which banks, firms, ports, or suppliers the system cannot function without; path analysis reveals rerouting options and their costs; community detection exposes evasion clusters. The output is actionable terrain: supply chains, beneficial-ownership structures, correspondent corridors, FX exposure, and reserve composition rendered as a network from which chokepoints and intervention pathways are read off.
Employment
Mature economic campaigns often depend on an explicit or implicit topology. Export controls may encode a view of concentrated production nodes; financial measures may depend on mapped bank and ownership relationships; and enforcement against evasion networks inverts the method, mapping the target's reconstruction of its graph through intermediary routing and shell layering. Defensive practice is symmetrical: states map their own topologies to find the dependencies an adversary could strike, the exercise treated at Vulnerability assessment (target susceptibility). Mapping itself is enabling and dual-use. It does not establish that a later restrictive act occurred or that every dataset used was lawfully available.
Limits
Every network quantity needs a stated observation date.
The map decays: corporate structures, shipping patterns, and banking relationships are cheaper to change than the map is to rebuild, so topology construction is a continuous process, not a product. Data quality bounds everything; the graph is only as true as the registries and intelligence beneath it, and adversaries seed it deliberately with false structure. The deeper limit is reflexive. Mapping a network teaches the target what the mapper can see, and each strike executed from the topology pushes the target to rewire around the struck nodes, so the instrument consumes its own accuracy in use. The mature doctrine treats topology as a living intelligence product with a refresh cycle, not a study delivered once before the campaign. Its outputs also discipline restraint, since a sound topology shows which strikes would cascade back into the sender's own economy.
