Chokepoint identification

Chokepoint identification is an analytical instrument for finding nodes, jurisdictions, firms, standards or physical routes whose disruption or control could produce disproportionate strategic effect. It becomes economic statecraft only when a public authority or delegated operator maps the network to a defined objective and has a plausible legal, political or operational means to act on the identified node.

Analytical sequence

A chokepoint is relational and scenario-specific. High market share or technical scarcity is not enough. Analysis should map the network, identify central nodes, establish ownership or jurisdiction, test the target's dependence, model substitutes and spillovers, and then assess lawful action options. The relevant variables include concentration, inventory, switching time, substitute capacity, coalition coverage and sender exposure.

Henry Farrell and Abraham Newman distinguish a hub's information advantage from its ability to deny network access. Their account of weaponised interdependence explains why network position can create leverage, but dependence does not automatically produce compellence. Effective use also requires control, credibility, manageable costs and limited target adaptation.

The same method can identify physical routes, regulatory jurisdictions, technical standards, sole-source equipment or service-network hubs. Each produces a different mechanism and countermeasure. Analysis should therefore avoid treating a strait, correspondent account, lithography system and software standard as interchangeable kinds of scarcity.

Public-policy use

The United States Treasury's 2007 final rule concerning Banco Delta Asia demonstrates how correspondent-account authority can transmit restrictions through a financial hub. The measure restricted access to United States correspondent accounts. It did not itself close every account or prohibit all global transactions with the bank. Its wider compellent effect requires a defined objective, target response and time period.

United States supply-chain reviews and the European Commission's critical-technology recommendation document public analysis of concentration, dependency and substitution across semiconductors and information infrastructure. Current semiconductor controls remain a changing bundle of product thresholds, entity restrictions, end-use provisions and allied measures, not a single physical bottleneck.

United Kingdom sanctions and security reporting show continued public investment in economic-security intelligence, implementation and resilience. These records establish official analytical and enforcement activity. They do not prove that a government used Tennant's exact editorial sequence in a particular case.

Offensive, defensive and anticipatory use

Offensive mapping looks for denial or coercive leverage. Defensive mapping identifies domestic and allied exposure. Anticipatory mapping estimates how a target may adapt through stockpiling, substitution, diversification or network redesign. Every offensive map should produce a reciprocal-exposure map covering domestic dependencies, allied spillovers, humanitarian costs and incentives for the target to reconstitute the network.
