National Iranian Oil Company

The National Iranian Oil Company, or NIOC, is Iran's state-owned oil enterprise and a central target of United States petroleum sanctions. It links state ownership, oil-market access and adaptation under pressure. The company must remain distinct from Iran's petroleum ministry, its subsidiaries, tanker operators, traders, foreign buyers and alleged intermediaries.

NIOC emerged from the 1951 nationalisation of the former Anglo-Iranian concession. Its production and marketing functions make it important to public revenue, but the relationship between company receipts and the wider state varies by period and fiscal arrangement. First-party corporate statements establish NIOC's account of its structure; they do not independently resolve questions of operational control or sanctions conduct.

The United States Treasury designated the petroleum ministry, NIOC and the National Iranian Tanker Company in October 2020 under counterterrorism authority. Treasury described links to the Islamic Revolutionary Guard Corps-Qods Force as a United States government determination. This administrative action is not a criminal conviction and does not establish every alleged transaction or the conduct of every affiliate.

Oil exports under restriction involve shipping, insurance, settlement and buyer networks. Official maritime advisories describe practices such as ship-to-ship transfers, document alteration and automatic-identification-system manipulation as risk indicators. They do not prove that NIOC or a named vessel used a practice in a particular shipment. Production and export estimates also differ across the Energy Information Administration, the Organization of the Petroleum Exporting Countries and commercial trackers.

Current legal status, licences, production and exports are locked to 29 July 2026 and require a release-day check. No unverified claim about a new general licence, concealed volume or beneficial owner belongs in the entry.
