National Bureau for Counter-Terror Financing of Israel

The National Bureau for Counter-Terror Financing of Israel (NBCTF) is a bureau within Israel's Ministry of Defence. Established in March 2018, it co-ordinates and supports government activity against terrorist financing. It does not hold every designation, seizure, intelligence, prosecution or forfeiture power associated with that policy field.

The Counter-Terrorism Law, 5776-2016 supplies a central legal framework for designations and measures against property connected to terrorist organisations and activity. The English translation is unofficial and must be checked against the Hebrew text and later amendments.

The defence minister exercises powers assigned by law. The bureau supports research, co-ordination, recommendations and administrative processes. Police, intelligence bodies, prosecutors, courts, customs authorities and the Israel Money Laundering and Terror Financing Prohibition Authority have separate functions. A bureau announcement cannot establish that the bureau itself seized property or adjudicated a dispute.

Lists and property measures

Official designation lists identify persons and organisations under the applicable process. The live record, legal basis, effective date, aliases, amendments, revocations and review rights must be preserved. A designation is an official legal act with stated grounds, not independent proof of every underlying allegation.

Property measures can include temporary seizure, blocking, administrative confiscation and judicial forfeiture. These terms are not interchangeable. The authority, evidentiary threshold, notice, challenge process and final disposition must accompany any example.

Cryptocurrency order

On 1 July 2026 the bureau announced that the defence minister had signed sanctions orders against 37 cryptocurrency wallets on its recommendation. The announcement attributed the wallets and associated funds to named actors. It is evidence of the Israeli authority's position and legal action at that date. It does not, without independent adjudication, establish beneficial ownership, total value, destination of funds or the broader disruption effect.

Claims involving Hamas, Hezbollah, the Islamic Revolutionary Guard Corps or another named target remain explicitly attributed to the designation, order or official statement. Current conflict conditions increase both operational relevance and reputational risk.

Statecraft significance and safeguards

NBCTF belongs in the main sequence because asset controls, designations, financial intelligence and international co-operation can deny resources and disrupt networks. The bureau sits within a larger state process rather than acting as an autonomous financial-warfare command.

Publication requires a current check of the Hebrew statute, ministerial delegation, live lists, orders, review proceedings and litigation. Objections, revocations and court outcomes must be included where material. Partner-government action cannot be assigned to NBCTF without evidence of its role.

Administrative process is part of the strategic mechanism, not a technical afterthought. Notice, reasons, review and access to a court affect the durability and legitimacy of financial restrictions. Lila Margalit's analysis of rights under the Counter-Terrorism Law identifies the tension between preventive powers and procedural protection. That scholarship informs interpretation but does not establish the outcome of a particular designation or property case.

Digital-asset measures require additional precision. A blockchain address is not the same as a natural or legal person, and control of a private key, attribution of a wallet and beneficial ownership are separate propositions. Amounts can change with asset prices and later transfers. The order date, asset, valuation method, tracing basis and final disposition should accompany any quantitative claim.
