Harpoon (Israeli economic warfare unit)

Harpoon, spelled 'Harpon' in an Israeli Ministry of Defense account, was an Israeli counter-terror-financing function whose public history has 2 evidentiary layers. A 2017 memoir describes a covert interagency task force created around 2001 under Mossad director Meir Dagan. An official National Bureau for Counter Terror Financing (NBCTF) page acknowledges later Harpon activity from 2015 to 2017 and its transfer into the Ministry of Defense. The official record therefore corrects the claim that Israel never acknowledged the unit, but it does not corroborate every earlier memoir account.

Officially acknowledged function

The NBCTF states that Harpon Unit activities were led by Paul Landes from 2015 to 2017. It says those activities were transferred to the Ministry of Defense and incorporated into the NBCTF. The Bureau operates under Israel's Counter-Terrorism Law and coordinates state activity against terrorist financing. This establishes a named function, leader, date range and institutional succession for the later period.

The page does not establish that the 2015 to 2017 unit had the same structure, command or operations described for the earlier Harpoon narrative. It also does not attribute every Israeli financial or kinetic action against Hamas, Hezbollah or Iran to Harpoon.

Reported earlier history

Nitsana Darshan-Leitner and Samuel M. Katz's Harpoon describes a multi-agency initiative associated with Meir Dagan from the late 1990s or early 2000s. The book attributes intelligence collection, pressure on banks, civil litigation and other disruption to the network. Those claims depend heavily on participant and memoir evidence. They should be reported as the authors' account unless independently corroborated.

Civil lawsuits by Shurat HaDin, government designations, bank compliance, asset seizure and military action are distinct legal acts. The fact that they may pursue the same target does not establish one command chain.

Significance

The supported history shows Israel institutionalising counter-terror-financing coordination and later locating the function in the NBCTF. The broader Harpoon story offers a model of integrated financial targeting, but its claimed founding date, operational autonomy and specific successes remain contested. This entry therefore uses the official 2015 to 2017 boundary as fact and treats the earlier narrative as reported history.
