Missile Technology Control Regime

The Missile Technology Control Regime (MTCR) is an informal voluntary partnership that coordinates national export controls on missiles, unmanned delivery systems and related equipment, software and technology capable of contributing to weapons of mass destruction delivery. Established in 1987, it is a political arrangement rather than a treaty organisation and has no supranational licensing or enforcement authority.

Guidelines and implementation

Partners maintain common Guidelines and an Equipment, Software and Technology Annex. Category I covers the most sensitive complete systems and major subsystems; Category II covers a wider range of components, materials and technologies. The Guidelines create strong presumptions and common expectations, but each partner applies them through its own law, licensing authority and enforcement agencies. An export refusal is therefore a national act, not an MTCR order.

The official portal reviewed on 30 July 2026 listed 35 partners and identified three states that had declared unilateral adherence. Adherents are not partners and do not participate in consensus governance. Other arrangements, including the Nuclear Suppliers Group, Australia Group and Wassenaar Arrangement, cover different goods and risks. The Proliferation Security Initiative concerns interdiction cooperation and does not administer MTCR licensing.

Significance and limits

The MTCR supports denial and norm-setting by aligning control criteria and sharing information. Its effectiveness depends on national implementation, supplier coverage, technical updating and the ability of procurement networks to substitute uncontrolled items. Evidence that states use the Guidelines does not prove that the regime prevented a particular missile programme. Conversely, diffusion outside the partnership does not make the standards legally binding on non-partners. Protected official terminology and source titles retain their original spelling; ordinary editorial prose uses Australian spelling.
