International Tin Council

The International Tin Council was an intergovernmental commodity organisation that administered successive international tin agreements. It is historical. Its buffer-stock operations were suspended on 24 October 1985 after financing failed, and the Sixth International Tin Agreement terminated in 1989.

Mechanism and collapse

The Council brought producer and consumer governments into a system intended to stabilise tin prices. Its buffer-stock manager bought and sold tin and relied on borrowing and member arrangements. This made the Council a form of Producer-state production coordination and market intervention, but not a commercial cartel equivalent to De Beers.

In 1985 the buffer-stock operation could no longer meet its commitments. Trading on the London Metal Exchange was suspended, creditors pursued claims and governments negotiated over losses. The chronology must distinguish market support, exhaustion of finance, suspension of operations, creditor litigation and eventual treaty termination. A price collapse was connected to the Council's failure, but the episode also reflected supply, demand, borrowing and governance.

The litigation tested whether member governments were liable for the Council's debts and how an international organisation interacted with English courts. It did not revive the Council or convert every commodity agreement into a state guarantee. The case remains useful for Commodity-price manipulation and institutional risk: attempts to sustain a price through pooled public authority can create leverage while finance lasts, then amplify disorder when credibility and liquidity fail. Later tin cooperation should not be presented as legal continuity with the terminated Sixth Agreement.

The entry therefore uses past tense throughout. Current tin institutions require separate treatment and authority.
