Hikvision

Hikvision is a Chinese video-surveillance equipment producer with state shareholding. Its treatment by the United States and United Kingdom illustrates how export control, communications-equipment regulation and public procurement can converge around one supplier without becoming one universal ban.

Distinct restrictions

In October 2019, the United States Bureau of Industry and Security added Hangzhou Hikvision Digital Technology Co., Ltd. and specified affiliates to the Entity List. The Federal Register notice stated the United States government's human-rights rationale and imposed Export Administration Regulations licensing consequences for the named entities and covered items. The rationale remains an attributed administrative determination, not a judicial finding.

In November 2022, the Federal Communications Commission adopted rules preventing authorisation of covered telecommunications and video-surveillance equipment under its equipment-authorisation programme. The rule applies within the Commission's statutory scheme; it is not a prohibition on every possession or use of a Hikvision product.

The United Kingdom directed departments to cease deployment of specified surveillance equipment on sensitive central-government sites. The policy covers companies subject to China's National Intelligence Law and is not a nationwide Hikvision-only prohibition. A commissioner's 2023 letter records concerns and correspondence, but the letter itself is not the operative procurement direction.

The Department of Defense's Section 1260H notice of 10 June 2026 also listed Hangzhou Hikvision Digital Technology Co., Ltd. That exact-entity determination is separate from the Entity List, Federal Communications Commission and United Kingdom measures. It does not convert them into one general trade or possession ban.

Market-rank and ownership claims require dated filings. The entry does not repeat an unsourced world's largest label or treat minority state ownership as proof of direction. Any future Office of Foreign Assets Control status must be checked directly; press discussion of a proposed designation is not a designation.

Publication-day review must verify each named affiliate and list status, because corporate restructuring cannot be resolved from the brand name alone.
