Finance as a domain of warfare (the sixth domain thesis)

Finance as a domain of warfare (the sixth domain thesis) is James J. Tennant's proposal that finance should be treated as an operational warfighting domain alongside land, sea, air, space and cyberspace. The thesis is contested, and this encyclopedia flags it as contested wherever it appears. The argument starts from a documented institutional gap: Western defence doctrine recognises five operational domains, while financial operations lack an equivalent doctrine, dedicated command and codified operational cycle.

The argument

The affirmative case is built on three observations. First, financial instruments can produce strategic effects, including reserve immobilisation, payment-system exclusion and technology denial, that affect force generation, alliance cohesion and political decisions without kinetic force. Second, weaponised interdependence theory describes global finance as a hierarchical network with identifiable chokepoints, making targeting and assessment meaningful analytical concepts. Third, financial operations exhibit recurring phases that can be planned, sequenced and assessed; the Economic Kill Chain is Tennant's proposed model for doing so. These observations support a case for dedicated organisations, financial intelligence and closer integration with military planning, but do not by themselves prove that finance meets every doctrinal criterion for a domain.

The objections

Critics dispute the thesis on several grounds. Categorically, they argue that financial coercion is statecraft conducted by civilian agencies under civilian legal authority: treasuries, regulators and central banks are not combatant commands, and their instruments answer to administrative law rather than the law of armed conflict. Analytically, finance lacks features the recognised domains share: there is no physical medium to hold or contest, effects are mediated by third-party behaviour such as compliance cascades and de-risking, and attribution of economic outcomes to specific actions is unusually difficult. Prudentially, critics warn that warfighting language can militarise routine regulation and erode coalition legitimacy. The narrower proposition is that financial operations may exhibit repeatable, plannable phases without finance becoming a formal doctrinal domain.

State of the dispute

As at 30 July 2026, the cited NATO and United Kingdom doctrine did not treat finance as a formal operational domain. The thesis remains Tennant's proposal, set out publicly in a May 2025 ASPI recommendation for a dedicated Australian financial-warfare capability, rather than settled doctrine. Institutional absence does not prove that a new domain is required. The dispute matters because classification influences who plans financial operations, how civilian authorities coordinate with military planners and which legal regimes govern each instrument.

Formal recognition would require more than strategic importance. A proponent would need to identify the environment being contested, the forces and authorities that operate within it, command relationships, rules of engagement and measures of control. Without those elements, domain language remains a useful metaphor or organisational proposal rather than a statement of current doctrine.

Formal domain recognition would also have legal consequences. It cannot convert sanctions administration, central banking or market supervision into combat functions by terminology alone; institutional design must preserve civilian authority and applicable law.
