Energy-supply throttling
Energy-supply throttling is the deliberate manipulation of energy deliveries, reducing, interrupting, or conditioning gas or oil flows short of full embargo, to coerce a dependent customer. It is the supplier-side energy weapon: where an oil embargo denies a target its purchases and an import ban denies it revenue, throttling exploits the target's physical dependence on continuing flows, and its power is greatest where infrastructure is fixed, as with pipeline gas, so that the customer cannot re-source at short notice. It is the operational core of what the encyclopedia treats as energy weaponisation.
Mechanism
Throttling works on the gap between contract and molecule. A supplier can cut nominated volumes, decline spot sales while honouring minimum contract terms, invoke technical pretexts (maintenance, turbine servicing), impose payment conditions, or halt flows outright, calibrating pain while preserving deniability. Pipeline dependence converts the flow into a hostage: storage buffers measured in months face a supplier decision measured in days. Price is the transmission channel as much as volume, since anticipated scarcity moves markets before any shortage bites, which is why throttling doubles as commodity-price manipulation. Deniability is a design feature and makes intent contested in almost every employment.
Employment history
The defining practitioner is Russia through Gazprom. The January 2006 and January 2009 cut-offs to Ukraine, the second halting all Russian gas through Ukraine for about two weeks in mid-winter and cascading into south-eastern Europe, established the model and are treated at Russia-Ukraine gas supply and transit disputes (2006 and 2009). Through 2021 Gazprom declined to book additional transit capacity and let its European storage holdings run low as prices climbed; whether this was commercial optimisation or pre-war positioning is contested, though the European Commission opened an inquiry and the 2022 invasion recast the record. In 2022 Russia demanded rouble payment, cut off non-complying states (Poland, Bulgaria, Finland among them), reduced Nord Stream 1 flows citing turbine issues, and halted the line entirely from September 2022; the September 2022 sabotage of the pipelines, attribution contested, closed the physical option of reversal.
Effects and countermeasures
The 2021 and 2022 supply reductions coincided with severe European gas and power-price stress. Volume, price and political effect must remain separate: Russian piped deliveries fell, European buyers diversified and demand declined, but no single supplier action explains every market movement. The IEA's Q4 2022 report records the immediate market adjustment, while its Q1 2026 report provides a later outlook.
The European Union subsequently adopted Regulation (EU) 2026/261, creating a staged legal phase-out of Russian gas imports. The general prohibition began on 18 March 2026. For qualifying existing short-term contracts, it applied from 25 April 2026 to LNG and 17 June 2026 to pipeline gas. Long-term contracts transition from 1 January 2027 for LNG and 30 September 2027 for pipeline gas, or 1 November 2027 if the specified storage condition applies. That buyer-side prohibition is not the same act as earlier supplier throttling. Gazprom conduct, Russian state policy, transit decisions, physical pipeline damage and European import law must not be merged into one continuous measure.
