Alexei Miller

Alexei Miller is a Russian corporate executive who has chaired Gazprom's Management Committee since 2001. Gazprom's current management pages also identify him as a deputy chair of its Board of Directors since 2002. Those offices place him at the head of the company's executive-management structure, but they do not by themselves establish that he personally designed or ordered every supply, pricing or pipeline decision taken during his tenure.

Statecraft role

Gazprom is a state-controlled gas producer and pipeline operator whose commercial and infrastructure decisions have repeatedly intersected with Russian foreign policy. Under Miller's tenure, the company participated in the Russia-Ukraine gas disputes and implemented the 2022 rouble-payment mechanism for specified gas buyers. These are corporate and state actions. Public records do not provide a complete decision chain assigning each act to Miller personally.

The distinction matters. A chief executive may be an intermediary between state policy and corporate implementation without being the documented author of a particular coercive strategy. Analysis of Miller should therefore focus on his formal authority, public statements and attributable decisions, while treating wider claims about intent or campaign design as contested.

Sanctions status

On 6 April 2018, the United States Treasury designated Miller under Executive Order 13661 among officials of the Russian government. The designation blocks property and interests in property within United States jurisdiction and generally prohibits dealings by United States persons, subject to applicable rules and licences. It is an administrative sanctions action, not a criminal conviction.

Any description of Miller's status under other jurisdictions requires a live list check on publication day. His personal designation must also remain separate from restrictions imposed on Gazprom, its subsidiaries, pipelines or securities.
