Autonomous maritime and aerial systems (economic-warfare use)

Autonomous maritime and aerial systems in economic-warfare use are uncrewed platforms that can affect shipping, ports, energy facilities and logistics. The category includes remotely operated, automated and more autonomous systems, which must not be treated as equivalent. A platform may navigate automatically while a person selects the target, or operate remotely with little autonomous decision-making.

Capability and attribution

Relevant systems include uncrewed surface and underwater vessels, long-range one-way attack aircraft and commercial maritime autonomous surface ships. Platform, mission software, communications link and payload have different functions. Evidence that an uncrewed vehicle was present does not establish its autonomy level, operator, target-selection method or legal status.

Economic effects generally run through threat and disruption. Attacks can damage port or energy infrastructure. Even without a successful strike, perceived risk can increase insurance costs, delay voyages and divert ships. Those outcomes also depend on geography, conflict intensity, naval protection, carrier decisions and fuel prices. They cannot be attributed to autonomy alone.

Current governance and use

In May 2026, the International Maritime Organization adopted a non-mandatory Maritime Autonomous Surface Ships Code, effective from 1 July 2026. It concerns the safety of commercial shipping. It does not govern autonomous weapons or decide whether attacks amount to a lawful Naval blockade. The United States Department of Defense directive on autonomy governs its own weapon-system policy and review; it is not a statement of universal international law.

The Ansar Allah attacks on Red Sea shipping (2023-present) combined missiles and uncrewed systems and contributed to rerouting away from the Red Sea. UNCTAD documented wider effects on shipping routes and trade. The observed mechanism was a sustained threat environment, not a clean experiment isolating autonomous platforms. Claims about a particular strike, operator or payload require a primary operational record.

Commercial and military systems also share navigation, communications and component supply chains. Controls directed at Drone and loitering-munition component supply chains may affect some platforms, but classification depends on the exact item, end use and jurisdiction. Automatic Identification System (AIS) supports maritime awareness; it is not an autonomous control system.
