Wind-turbine and grid-scale renewables supply chains
Wind-turbine and grid-scale renewables supply chains are the industrial networks producing wind turbines and the balance of grid-scale renewable systems, towers, blades, nacelles, gearboxes, castings, permanent-magnet generators, transformers, and installation vessels. Like solar, the sector has consolidated towards Chinese manufacturing, but with the leverage concentrated in components rather than finished units, above all in the rare-earth magnets inside direct-drive turbines.
Function
The supply chain separates turbine assembly from specialised components and enabling infrastructure. Towers, blades, castings, forgings, gearboxes, generators, transformers, ports and installation vessels have different suppliers and qualification cycles. Direct-drive generators may use neodymium-iron-boron permanent magnets, linking part of the sector to the concentrated rare-earth processing and magnet chain treated at Permanent magnet manufacturing (NdFeB). Other turbine designs use different generator arrangements. A constraint in one component therefore does not establish a universal constraint on finished turbines; analysis must identify the design, material, producer and available substitute.
Strategic significance and control history
Industrial concentration creates exposure but is not evidence of coercion. China's Announcement No. 18 of 4 April 2025 requires licences for specified medium and heavy rare-earth items, including named samarium-cobalt and terbium- or dysprosium-containing permanent-magnet materials. MOFCOM guidance published in May 2026 states that specified primary processed magnet forms and assemblies fall within scope, while deeply processed components such as motors and finished electronic products do not. A finished wind turbine is therefore not controlled merely because its generator may contain a magnet. Product composition, customs classification and licence status require separate proof.
Offshore projects also depend on ports, vessels and grid connection. These control points have different suppliers and substitution times. As with solar manufacturing, resilience depends on inventories, qualification time, performance and capacity at the required scale. Industrial policy may expand nominal capacity, but usable resilience depends on whether replacement components meet project specifications and can be delivered within the construction schedule.
