Wally Adeyemo
Wally Adeyemo is an American policy official who served as United States Deputy Secretary of the Treasury from March 2021 to January 2025. His economic-statecraft role centred on sanctions strategy, coalition coordination, enforcement and the protection of financial-system integrity. He previously held Treasury, White House and Consumer Financial Protection Bureau posts. Columbia University appointed him as a distinguished visiting fellow from February 2025.
Adeyemo led the Treasury's 2021 sanctions review. The review recommended clear policy objectives, multilateral coordination, mitigation of unintended effects, enforceability, reversibility and investment in Treasury capability. These are institutional recommendations, not evidence that any one official controlled every subsequent sanctions decision.
During Russia's full-scale invasion of Ukraine, Adeyemo represented Treasury in coordination with allied governments and the private sector. He co-convened REPO Task Force work on asset tracing and enforcement and publicly described efforts to restrict Russian revenue, finance and access to controlled technology. The measures were interagency and multinational. Their design and results should not be attributed to him alone.
His record also illustrates the role of financial diplomacy. Sanctions require banks, firms and foreign governments to understand legal scope, licences and evasion risk. Public engagement can improve implementation, while overbroad compliance can obstruct legitimate activity.
Assessment should distinguish Adeyemo's official statements from independent proof of effectiveness. Claims about degradation, deterrence or compellence require outcome evidence and a counterfactual. The appropriate unit of attribution is the office or interagency decision unless the public record documents a personal act. Speechmaking, negotiation, policy development and statutory authority are different roles.
