United States Strategic Bombing Survey

The United States Strategic Bombing Survey was a temporary United States government organisation established by President Franklin D. Roosevelt on 3 November 1944 to assess the effects of Allied air attack. Its teams examined Germany and Japan, producing separate reports on industry, transport, oil, morale, urban damage and the conduct of war. Its conclusions are evidence and institutional findings, not uncontested facts about why either enemy surrendered.

Mandate and method

The survey was led by Franklin D'Olier and drew civilian specialists, military personnel and analysts into field inspection, document review and interviews. The European summary appeared in 1945; the Pacific summary followed in 1946. The organisation reported after the campaigns it evaluated and depended on access, sampling choices and causal judgments.

Its reports argued that attacks on German oil and transport had major cumulative effects and made broader claims about the relationship between bombing, production and morale. The Pacific report assessed the effects of conventional and atomic bombing and offered a counterfactual about Japanese surrender. Those propositions remain the survey's conclusions. Later historians and strategists have challenged its methods, institutional incentives and causal confidence.

Statecraft significance

The survey provided an early large-scale model for measuring how physical attack propagates through an industrial economy. Its sector studies remain useful for analysing network dependence, substitution, repair and bottlenecks. They also expose the limits of battle-damage assessment when evidence is incomplete and strategic learning is tied to organisational interests.

The survey did not plan the bombing campaign and held no command authority. It should be separated from the air forces that selected targets and from later doctrine that cited its findings.
