State Department Office of Sanctions Coordination

The State Department Office of Sanctions Coordination was established as a statutory sanctions-policy and diplomatic co-ordination function whose organisational placement later changed. The current record does not support a simple claim that the function was abolished or that the original office continues unchanged.

Establishment

Congress provided for a sanctions co-ordinator within the Department of State in 22 USC section 2651a. The department established an office led by a Secretary-level co-ordinator and described its role in aligning sanctions policy, diplomacy and interagency work.

That role was distinct from Treasury administration. Office of Foreign Assets Control (United States) issues and administers many financial sanctions under Treasury authorities. The United States Department of the Treasury retains its own policy, intelligence and enforcement bodies.

Current structure

Current State Department organisation codes retain an S/SC code while also recording, effective in 2025, sanctions functions under the Bureau of Economic and Business Affairs structure. The codes identify a sanctions co-ordinator and offices for Global Sanctions and Threat Finance, and for Sanctions Policy and Implementation.

An organisation code can establish current departmental structure. It does not by itself prove that every statutory function, staff position or legacy office transferred without change. Nor does reorganisation establish repeal of the underlying statutory provision.

Institutional boundaries

State leads diplomacy, coalition-building and foreign-policy co-ordination within its mandate. Treasury administers financial measures; Commerce administers export controls; Justice handles investigations and prosecutions. Interagency synchronisation and Allied financial targeting coordination link these functions without erasing their authorities.

As at 30 July 2026, current acts should be attributed to the responsible State office, Treasury, Commerce or other agency. Publication-day review should confirm the organisation codes and office leadership rather than rely on the archived establishment page.
