Silk Road Fund

The Silk Road Fund is a Chinese state-backed investment company established in 2014 to provide medium and long-term capital for projects associated with the Belt and Road Initiative. It invests through equity, debt and funds, often alongside project companies and other financiers. It is distinct from China Development Bank and the Export-Import Bank of China.

Capital and governance

The Fund's 2025 sustainability report stated registered capital of USD 40 billion and RMB 180 billion. These are 2025 report figures for registered capital, not deployed assets, portfolio value or a July 2026 valuation. The reported shareholder structure was SAFE 65 per cent, China Investment Corporation 15 per cent, Export-Import Bank of China 15 per cent and China Development Bank 5 per cent.

The four state shareholders appoint governance bodies, while the Fund's board and management assess investments. Project companies, co-investors, borrowers and contractors remain separate. The Belt and Road Initiative supplies policy purpose, but a commercial return objective can coexist with that mandate.

Shareholder percentages establish ownership, not the source or approval path for every project decision. Capital can remain undeployed or be committed over time.

Strategic relevance

The Fund provides patient capital for infrastructure, energy and other projects. This can advance development finance, network building and access. A specific strategic effect depends on terms, control rights, project performance and alternatives available to the host. State ownership alone does not prove coercion or a direction from a particular policy body.
