Sigal Mandelker

Sigal Mandelker served as United States Under Secretary of the Treasury for Terrorism and Financial Intelligence from June 2017 to October 2019. Treasury records show her leading the office during sanctions reimposition on Iran and actions concerning North Korea, Venezuela, corruption and illicit finance. The actions belonged to Treasury and the administration; tenure does not establish sole personal authorship.

Programme role

In a 4 December 2017 speech, Mandelker described the Office of Terrorism and Financial Intelligence's sanctions, anti-money-laundering, intelligence and public-private partnership functions. She also identified actions taken during her first months in office. The speech is evidence of her role and the administration's stated policy, not an independent measure of results.

On 5 June 2018, after the United States ceased participation in the Joint Comprehensive Plan of Action, Mandelker described Treasury's work to reimpose nuclear-related sanctions after 90-day and 180-day wind-down periods. Her descriptions of Iranian conduct remain attributed government claims. The operative executive orders, regulations and list actions control legal effect.

The inherited claim that her office maintained the highest designation tempo in its history requires a reproducible count and defined comparison period. It is not repeated. Likewise, reductions in Iranian oil exports and reserves cannot be assigned to Mandelker or sanctions alone without controlling for prices, domestic policy and other measures.

Treasury's October 2019 Counter-Hizballah International Partnership announcement provides a dated record of her role near the end of her tenure. Her later move to Ribbit Capital requires an institutional appointment record if retained in future editions; it is not necessary to the statecraft analysis here.
