Reserve Bank of India
The Reserve Bank of India (RBI) is India's statutory central bank. It began operations in 1935 and conducts monetary policy, issues currency, regulates banks and payment systems and administers foreign-exchange responsibilities under Indian law. These ordinary functions support economic and financial stability; they are not evidence of sanctions evasion or geopolitical intent.
Role and payment boundaries
RBI sets regulatory frameworks and operates or oversees central-bank facilities. Commercial banks execute customer payments, authorised dealers apply foreign-exchange rules, importers choose suppliers and the Indian government sets trade and foreign policy. The Asian Clearing Union is a separate regional arrangement with its own members and rules.
Non-dollar or rupee settlement can diversify payment routes and reduce foreign-exchange friction. It does not prove circumvention. A claim involving Russian oil, Iranian trade or another sanctioned counterparty must identify the payer, receiving bank, currency, goods and applicable legal restriction. The G7 oil price cap is not an Indian embargo on all Russian oil, while the United States-led financial pressure campaign against Iran (2006-2015) involved distinct United States and international measures.
The Annual Report 2024-25 and current payment-system material were reviewed through 30 July 2026. No current transaction total is used here to infer strategic effect. Government encouragement, RBI permission, bank compliance and an importer decision remain different acts.
Assessment
RBI can enable resilience and lawful trade by maintaining payment infrastructure and regulatory clarity. It can also implement restrictions where Indian law requires them. Neither role makes every cross-border payment statecraft. Transaction-level evidence is required before classifying Third-country intermediary routing or evasion.
