Railways and strategic rail logistics
Railways and strategic rail logistics are high-volume transport systems whose fixed corridors can support mobilisation, industrial supply, trade integration and wartime sustainment. States build, own, regulate, subsidise, requisition, protect and attack rail capacity. Rail is not inherently coercive. Strategic leverage depends on network topology, operating rights, usable capacity, alternatives and repairability.
Network and capacity stack
The infrastructure owner, infrastructure manager, train operator, regulator, border authority, military user and cargo owner perform different roles. Track access or public ownership does not by itself establish control over every train or cargo. A statecraft account must identify the authority that changes access, dispatch, clearance, funding, protection or physical availability.
Rail capacity is operational rather than geographical. Route length and wagon counts do not establish throughput. Useful measures include train paths, tonnes per day, axle load, loading gauge, terminal capacity, utilisation, border dwell time and repair time. Bridges, junctions, marshalling yards, terminals, signalling and power systems can bind the network before the nominal track mileage does.
Interoperability combines track gauge, loading gauge, signalling, electrification, rolling stock, operating rules and border procedures. A gauge break imposes trans-shipment or equipment costs, but its effect depends on terminal capacity and available procedures. Rail can reroute where topology and spare train paths permit, often at significant delay or reduced throughput.
Integration and military mobility
The European Union's Military Mobility Action Plan 2.0 treats transport infrastructure, border processes and network resilience as dual-use capabilities. European Union funding supports transport projects across several modes, including rail. Announced priorities and allocated funds do not establish operational readiness. The European Court of Auditors' 2025 special report identified planning, funding and corridor gaps, demonstrating the difference between programme intent and delivered capacity.
The statecraft mechanism is provision and integration. Governments and European institutions use finance, standards, planning and regulatory coordination to improve strategic access and coalition movement. Assessment requires corridor-level evidence about dimensions, axle loads, terminals, permits and cross-border procedures rather than aggregate spending alone.
Transit restrictions and Kaliningrad
The 2022 Kaliningrad dispute was not an unconstrained Lithuanian blockade. Lithuania implemented European Union sanctions affecting specified goods in transit between Russia and Kaliningrad. The European Commission's 13 July 2022 guidance allowed rail transit for sanctioned goods subject to controls, monitoring and historical averages while prohibiting road transit. The relevant sender, authority, product coverage and mode were therefore European Union sanctions law and its implementation, not generic control over a junction state.
This case illustrates legal transit restriction. It should remain separate from peacetime commercial access, military requisition and wartime physical interdiction. Each uses a different authority and transmission mechanism.
Wartime mobilisation and interdiction
Railways have supported mobilisation and sustainment since the nineteenth century. Official United States Army histories document military railway organisation, construction, operation and repair. Fixed infrastructure also creates targetable nodes, but successful interdiction depends on attack persistence, redundancy, repair crews, rolling stock, alternate routes and substitution by road, river or sea.
The United States Strategic Bombing Survey described transport attack as an important cause of late-war disruption in Germany. It remains a retrospective official assessment with methodological and counterfactual limits. It does not establish that rail attack is always decisive or that a single target category explains an economy's collapse.
Strategic assessment should compare the movement denied or enabled, the duration, the repair burden and the availability of substitutes. Ownership, access restriction, sabotage, bombing and repair are analytically distinct actions.
